This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:
The Manager, BI & Analytics manages, plans, and leads the Information Services team including business intelligence (BI) reporting and analytics development, delivery and support functions and administrative, supervisory, and managerial duties. This includes strategic planning, operating and capital budget development, coaching and performance management, workforce planning and hiring, and establishment of goals and priorities, and overseeing software and/or hardware selection and implementation. Has significant responsibility in the selection and coordination of vendor services and licensing agreements.

The Manager, BI & Analytics leads all work tasks within the job function. This role requires a high degree of expertise in SQL and reporting technologies, data modeling, structured and unstructured data, and strong programming skills. They must be able to manage the team's work from small to large initiatives and develop BI and analytical strategies.

What you would do in this job

  • Supervise a team of professionals, working collaboratively to develop, review, and adjust employee work plans, performance goals, and development plans. This includes recruiting and hiring, performance management and evaluation, mentoring, coaching, team building and serving.
  • Collaborate with technology and business units to understand BI needs, objectives, and Key Performance Indicators, and oversee the design, development, and maintenance of BI and analytical solutions.
  • Make solutions available to reporting consumers, including executives, managers, line-of-business users, business analysts, data scientists, citizen developers, government partners, and/or the public at large.
  • Operate as a cost center/function within an IT Service Management model, establishing and maintaining Service Level commitments and developing and maintaining a budget for the function.
  • Responsible for creating and implementing BI and Analytical strategies, procedures, and best practices that are aligned with the Council information technology standards, goals, and objectives.
  • Provide analytical support and leadership in assessment of overall functionality and effectiveness of Council technology systems, integration with existing or planned systems, and ongoing support.
  • Act as a liaison between the IS department and other departments to ensure transparency and strong, positive relationships.
  • Manage technical staff to participate in and manage projects efficiently, including project definitions, work plans, documentation, scheduling, control methods, status reporting and collaborating with vendors when needed.
  • Develop contract specifications and manage/monitor contractor work.
  • Create a data and analytics center of excellence/enablement and support IS and business end users with self-service reporting.
  • Mentor, train, and support IS and business users on BI and analytics, providing leadership and guidance.
  • Administer, monitor, and maintain BI and Analytics alerts and users subscriptions, ensuring security, performance, and availability.
  • Provide on-going BI reporting production support and maintenance, troubleshooting, and resolving related issues to minimize business impacts.
  • Work with IS and business teams on data security and data classifications.
  • Partner with Cybersecurity on security issues/investigations/breaches and may help conduct security incident investigation and response.
  • Manage and perform BI development using various software methodologies.
  • Utilize a variety of data sources including structured and unstructured data.
  • Where applicable, use operational and reporting DBs, data stores, data lakes, data warehouses, and data marts for reporting and analytics.
  • Write and understand SQL queries and SQL best practices.
  • Manage the BI software installations and configurations, BI code repositories, and non-production BI environments and code pipelines.
  • Manage scripting, automation, configuration, and monitor BI processes.
  • Follow incident, service, and change management processes and procedures.
  • Partner with Data Architects on BI and reporting architecture and design.
  • Conduct BI capacity planning, feasibility studies, and analyze requirements.
  • Innovate and use emerging technology and participate in strategic planning.
  • May work with application integrations, APIs, and Web Services.
What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education (in Computer Science/Engineering, Information Technology, or related) and experience (in information technology or related field):

  • Bachelor's degree and six (6) years of experience, including three (3) years of experience leading people and/or projects.
  • Associate's degree and eight (8) years of experience, including three (3) years of experience leading people and/or projects.
  • High school diploma/GED and ten (10) years of experience, including three (3) years of experience leading people and/or projects.
Metropolitan Council Employees Only: Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

Knowledge, Skills, and Abilities Required:
  • In-depth understanding of BI and Analytical solutions and architectures.
  • Design, develop, and manage BI solutions including reports, dashboards, and visualizations using a variety of BI tools and technologies.
  • Define KPIs, using quantitative and qualitative analysis.
  • Interpret complex data using statistical and computational techniques with predictive and analytical models to forecast future outcomes, opportunities, and identify potential risks.
  • Collaborate, train, and consult with IS and business units and understand stakeholder BI requirements, needs, and objectives.
  • Understand and use Big Data, operational and reporting DBs, data stores, data lakes, data warehouses, and data marts for reporting and analytics.
  • BI development methodologies, best practices, standards, and procedures.
  • Write complex SQL and define SQL best practices.
  • Programming language knowledge with at least one scripting language.
  • Manage BI solutions, ensuring their security, performance, and availability.
  • Report and visualization accessibility methods.
  • Manage static and data-driven report subscriptions and alerts.
  • Strong leadership in problem-solving and analytical skills to resolve issues.

Work Environment:
Work is performed in a standard office setting. Some positions may require travel between primary work site to other sites.
Physical Requirements:
Regularly required to sit for long periods, stand/walk occasionally, speak, hear normal conversation and telephone ring tones, operate a computer and other office equipment, reach with hands/arms frequently below chest height and occasionally overhead, must occasionally lift/carry/push/pull up to 10 pounds, must have adequate close vision for reading and computer work.

Security Policy:
This position involves direct access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI CJIS Security Policy, final candidates must agree to submit to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible.
