The Business Development role is a vital component to Optum Serve’s success and future growth.  This role will be responsible for cross-functional and cross-program coordination across Optum Serve Health Services (OSHS) to support opportunities with the agencies they are assigned.  The VP, Business Development is responsible for strategic engagement and focuses on external relationships and preparedness for the procurement. This position will also drive the internal preparation and will be the intersection for the Optum Serve Growth team and external partners.  This position will work directly with Growth Operations, Product and Strategy, Solution, Operations, Shared Services, Program, functional business owners, and outside consultants ensuring that we develop and execute upon distinct opportunities, both new and re-competes, that align with our business and growth strategies and key priorities to facilitate business and market development for Optum Serve Health Services.

Primary Responsibilities:

  • Develop and maintain client relationships, specifically within the Federal healthcare market including support of developing and maturing strategic partner/vendor relationships and selection of strategic relationships
  • Defining our growth strategic roadmap in partnership with product & program teams
  • Track, identify and add qualified prospects to sales pipeline, including maintaining accurate and up-to-date information for all customer contacts in Salesforce
  • Partner with Growth Operations, Product and Strategy, Operations, Shared Services, Program team, functional business owners, and outside consultants ensuring that we develop and execute upon distinct opportunities, both new and re-competes
  • Lead internal readiness for the proposal in partnership with the Product team
  • Conduct ongoing market research and identify/ research potential clients strategically aligned with OSHS’s growth objectives
  • Demonstrates an understanding of the federal market and competitive landscape
  • Coordinate with product and solutions teams to assist in driving strategies and solutions with cross functional expertise to meet agency needs
  • Critical content for relevant sections of RFP responses and contribute to the response team’s understanding of our broader agency needs and strategy for the development of the overall response.  Support development of key differentiators aligned to agency needs and priorities
  • Contributes to the planning, coordination, development and facilitation of simultaneous work streams and action plans that drive toward agreed upon design or solution in support of OSHS’s overall growth strategy
  • Influences without authority to motivate and inspire collaborative engagement, amid competing priorities of the team members
  • Develop and provide presentations to prospective clients, other strategic partners, or at conferences
  • Create key deliverables for internal and external audiences such as narratives and presentations that articulate growth opportunities, market potential, and business capabilities, and are aligned with the overarching strategy by leveraging market and competitive intelligence, independent research and analysis of data, organizational resources, stakeholders and business owners

Required Qualifications:

  • Bachelor’s degree in Healthcare Management, business, or a related field
  • 5+ years of relevant Federal, State business, market development, or sales on deals greater than $50M
  • 5+ years of experience leading business development lifecycle, including collaboration with Capture, Proposal, Solution, Pricing and Operations teams on winning bids
  • Proven ability to analyze market trends and develop market strategies to satisfy customer needs and grow revenue opportunities
  • Willing and able to travel up to 50%


Preferred Qualifications:

  • Experience/relationships with Federal agencies such as DoD, VA, Dept of Labor, CDC, TSA, Dept of Energy, Department of Justice
  • Experience in proposal writing or product management or program development/management
  • Experience designing and implementing healthcare processes or programs
  • Ability to quickly understand core business capabilities and operations and translate these to understand how that can meet client/ agency requirements or emerging markets
  • Strategic thinking and business acumen with the ability to align people, related strategies and recommendations with business and growth objectives
  • Excellent consultative and presentation skills, executive presence

California, Colorado, Connecticut, Nevada, New York City, or Washington Residents Only Residents Only: The salary range for California, Colorado, Connecticut, Nevada, New York City, or Washington residents is $90,000 to $180,000. Role is also eligible to receive bonuses based on sales performance. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
