Position Description

This current vacancy is a permanent position on the newly formed Planning and Evaluation Team within the Family Health Section of the St. Paul/Ramsey County Public Health Department.

To develop, design, implement, manage and analyze evaluation systems and research studies of social service, income maintenance, mental health, public health, and health care programs; to present findings and explain and interpret results to decision makers for use in allocating funds, establishing policies, improving program performance and insuring accountability; and to perform related duties as assigned.

Examples of Work Performed:
* Design, implement and maintain program evaluation systems for social services, mental health, income maintenance, public health, and health care programs, including both department-staffed and purchased programs.

* Design and conduct research projects, such as surveys, experimental designs, and measures of client improvement.

* Analyze and interpret evaluation and research study data and information for department management and staff, community agencies, purchase of service vendors and the County Board.

* Prepare research reports of findings and recommendations, including statistical analyses and computerized graphic depictions.

* Train program managers in using evaluation and research results to answer policy questions and improve program performance.

* Consult with individuals at all levels in the organization regarding integration of research-generated information into decision making processes.

* Consult with other department staff and members of the community regarding research design, methods, interpretation and use.

Minimum Qualifications:
Education: Bachelor’s degree in social or behavioral science or related field, plus 12 graduate credits in research and statistical methods. (No substitution for Bachelor’s Degree.)

Experience: Six years of program evaluation experience in a human service setting, public health setting, health care setting or equivalent.
