NATURE OF WORK
The Senior Financial Analyst performs a variety of accounting functions; supervises technical and clerical staff; oversees financial records for accuracy and compliance with organizational policies and procedures, laws and government regulations; examines and evaluates procedures and internal controls; prepares and manages the City's capital improvement program (CIP) budget; processes the month-end and year-end close of the accounting system; advises City departments on accounting policies and technical procedures and responds to requests for information; prepares and maintains various financial and statistical reports; completes journal entries, conducts account analyses, performs account reconciliations, and maintains integrity of the City's financial system general ledger; creates and monitors accounting software requirements; assists in providing expertise and applicable information for the external audit, and performs other duties as assigned.
Work is performed under the general supervision of the Finance Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
*1. Oversee the accuracy of the City's financial records and internal processes and procedures.
a. Evaluate accuracy, reliability, and thoroughness of financial records.
b. Examine and evaluate internal controls, processes and procedures
c. Establish and maintains effective accounting policies and procedures in accordance with Generally Accepted Accounting Principles.
d. Design and prepare specialized financial reports
*2. Supervise department technical and clerical staff involved in performing various accounting functions.
a. Supervise subordinate personnel; assign work and write and conduct performance evaluations.
b. Review and prepare journal entries to balance and close monthly books in general ledger, revenue and expense accounts; reconcile general ledger and subsidiary accounts.
c. Determine work procedures required for efficiency and effectiveness.
d. Initiate written and verbal instructions; assigns duties and examines work for accuracy and conformance to policies and procedures
*3. Oversee Capital Improvement Progam
a. Prepare annual Captial Improvement Program (CIP) budget
b. Monitor multiple department construction/improvement projects funding and expenditures
4. Perform other duties as assigned
a. Attend continued professional accounting education and software application training as required.
*ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS:
Education and Experience
Bachelor's degree in Accounting or related field and two to four years professional accounting/auditing experience including one year supervisory experience.
Expert in the use of personal computers, spreadsheet applications, electronic communications, and experience in the use of a computerized accounting system.
DESIRABLE QUALIFICATIONS
Education and Experience
Knowledge of generally accepted accounting principles especially as they relate to governmental accounting.
One - three years governmental experience in general accounting, cost/project accounting, auditing and internal controls, financial cost analyses, financial reporting, and budgeting.
Comprehensive understanding of governmental accounting as it applies to localities including knowledge of GASB and FASB standards and GFOA practices.
Experience with large enterprise resource planning (ERP) systems, preferably J.D. Edwards financial and human resource systems.
CERTIFICATIONS
Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Management Accountant (CMA) preferred

Knowledge of specific state and federal regulations and requirements for reporting purposes
Knowledge of complex accounting systems and software and new system development
Knowledgeable and skillful in the use of personal computers and MS Office applications
Ability to plan and work independently

Ability to effectively plan, organize and assign work
Ability to train subordinate personnel engaged in accounting activities
Ability to establish and maintain effective working relationships with department staff and with employees of other departments
Ability to understand and interpret accounting data for management, and prepare complex financial statements and reports from that data
Skill in communicating effectively with department staff, other City staff, regulatory agencies, government officials, and the general public
Strong analytical skills
