| To manage all activities of the Geographic Information System (GIS) division of the Department of Information Services, including the strategic planning, analysis, design, development, implementation, and maintenance of GIS for departments of Ramsey County, and to perform related duties as assigned. | |
| Examples of Work Performed: | |
| * Promote a diverse, culturally competent, and respectful workplace. * Manage the activities of the GIS Division of the Department of Information Services with responsibility for planning, staffing, forecasting, supervising and directing all functions within the division; directs the activities of the division through the coordination and supervision of division supervisors, and their teams. * Convene and leads a multi-department GIS work group to integrate enterprise GIS into county business practices. * Market the use of GIS within the County, and works with departments to identify how to use GIS to display complex data to elected officials and members of the public. * Plan, develop and direct effective implementation and integration of the GIS through close communication with municipalities, utilities, state agencies, and other private and public entities that are users of Ramsey County’s GIS. * Assure the quality of the County’s GIS data and that GIS projects meet objectives by planning all project phases; develops project objectives and scope of work; analyzes progress of GIS projects; recommends and coordinates corrective actions; reports on performance and status of GIS projects. * Research new developments and applications in GIS; defines new directions for the County’s system and evaluates system capacity and requirements; develops creative solutions to enhance system development through equipment configurations and software changes. * Represent the County in a variety of public forums; conducts presentations; serves as subject matter expert on the GIS program; provides leadership in the deployment of GIS Technology. * Manage GIS contracts, including license agreements, joint power agreements, vendor agreements, and GIS fee schedules. * Participate in the activities of the Department's management team and implements departmental objectives as they relate primarily to divisional goals and activities. * Establish and monitors adherence to policies, procedures and standards within the GIS Division. * Review the work progress of divisional projects and activities to ensure they are in compliance with the planned schedule and budget; responds to major issues involving the work of outside vendors or consultants as necessary. Meets with customers to review division’s performance and customer needs. | |
| Minimum Qualifications: | |
| Education: Bachelor's Degree in GIS, Computer Science, Geography, Engineering, or a related field. Experience: Eight years of progressively responsible professional experience developing computerized mapping applications, including two years in a supervisory/managerial capacity. | |
