Position Description

CLUES a premier provider of behavioral health and human services to the Latino community is searching for a Multilingual Employment Counselor (Somali/English) for our St. Paul office.

SUMMARY: To effectively and primarily assist MFIP Clients for Ramsey County and non-MFIP clients with access to linguistically and culturally appropriate employment/education related, social work and support related services towards the goal of helping clients achieve self-sufficiency through employment. The Employment Counselor will not only help clients with employment-related needs, but will also help clients address and overcome obstacles that prevent them from progressing towards economic stability.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Promote the mission, operating values and agency services of CLUES within the community.


  • Provide clients with linguistically and culturally appropriate employment/education related services including but not limited to, MFIP employment services overview, assessments, employment plans, job counseling, job readiness activities, job planning, identification of job skills, supervised job search, training opportunities, job development with employers, job placement, job progression services, job retention support and follow-up.


  • Provide clients with translation and interpretation services and access to support services that address emergency, advocacy and information/referral needs in coordination with core service areas of CLUES and community support services.


  • Provide intensive case management and employment planning for individuals of diverse cultural, economic, and educational backgrounds who may have multiple barriers to employment.


  • Provide clients with access to needed support services that address emergency, advocacy and information needs.


  • Contact employers to develop employment opportunities, develop job fairs, job internships, job shadowing opportunities, and other temporary job experience.


  • Identify MFIP participants who are reaching 60th month on TANF and assist clients in the understanding of policies and procedures about extensions qualifications and categories. This may require gathering documentation from medical and mental health professionals, scheduling assessments and taking other assertive steps to ensure that there is enough information about participant for the county to decide whether that person qualify or to make an extension decision.


  • Document client’s activities and progress achieved by using CTK, County TEAMS tracking system, and case notes. Maintain case files organize, updated, and easy to follow.


  • Collect appropriate and assigned client and service data. Provide accurate and timely reports as required; follow up in the achievement of assigned MFIP Program outcomes.


  • Provide agency-wide support and carry out other responsibilities as assigned by the Supervisor of Employment and Training Services.


  • Access and assess clients financial information to better assist with job placement and economic advancement. May require referrals to our Financial Literacy Coordinator.




  • SUPERVISORY RELATIONSHIPS: This job has no supervisory responsibilities.

    QUALIFICATION REQUIREMENTS:

    Education and/or Experience: Associates degree with two years related experience or, a Bachelor’s degree with one year related experience. Knowledge of the MFIP service delivery system preferred.

    Language Skills: Must be able to effectively communicate in Somali, both verbally and in writing. Ability to read, analyze, and interpret program contracts, proposals, etc. Ability to write reports, proposals, grant requests. Ability to effectively present information and respond to questions from clients, funders, and collaborators.

    Computer Skills: To perform this job successfully, an individual should have experience with or knowledge of word processing software; Internet and e-mail software; and spreadsheets.
