Position Description

CLUES a premier provider of behavioral health and human services to the Latino community is searching for an Employment Manager for our St. Paul office.

SUMMARY:
To effectively provide supervision and support to the Assistant Managers in both the St. Paul and Minneapolis CLUES, as well as oversees the Job Developer for the CLUES Economic Advancement Services Department. The Employment Manager implements Employment strategies, policies and programs in order to ensure the most favorable conditions for CLUES’s clients and the fulfillment of the program requirements. The Employment Manager will also be required to meet all program quality standards to ensure continuation of grant funding. This includes Ramsey and Hennepin County MFIP, METP and United Way Programs.



ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Promote the mission, operating values and agency services of CLUES within the community
• Provide leadership and direction to the SILS/IHW program and to promote an optimal level of service by consistent high quality oversight.
• Regularly updates Director of Economic Advancement on program statistics, contract goals and outcomes progress.
• Monitor and track progress of MFIP, METP and United Way Programs.
• Evaluate program and recommend process flow modifications as appropriate to increase effectiveness and meet program goals.
• Integrate with other Economic Advancement Division Departments and CLUES programs to provide complete services to customers.
• Provide consultation to Employment Assistant Managers and Employment staff to achieve goals including completion of file documentation, maintaining updated file database and other systems necessary for successful implementation and operation of the program.
• Monitor and facilitate the need for job counselors to achieve certification as Career Global Development Facilitators per contract requirements. Ensure HIPPA compliance as per contract requirements.
• Oversee implementation of programs, including job skills workshops, case management, job placement, retention services, job development, job counseling, technology competence, support services and post placement follow-up.
• Complete monthly expense reports and submit to Accounting..
• Update in writing to the Division Director on program status.
• Prepare program statistics and outcomes for program evaluation.
• Develop tracking systems that allows accurate reporting on all contracts.
• Comply with auditing requirements.
• Organize and coordinate all paperwork for funding sources per grant contract reporting requirements.
• Prepare improvement plans that will help employees take corrective actions and reach their full potential.
• Complete all internal and external paperwork in a timely manner.
• Recommend staffing structure and personnel decisions including hiring, promotion, disciplinary action and termination to the Director of the division.
• With assistant managers, complete performance reviews according to agency policy and schedule.
• Recommend salary adjustments according to agency schedule.
• Develop a well-functioning team, fostering staff empowerment.
• Meet with department staff to oversee reports and goal progress.
• Promote team building through group activities and staff recognition.
• Maintain a positive attitude and promote CLUES’s services to employers and the community
• Perform all other duties as requested by the Director of Economic Advancement Services.



SUPERVISORY RELATIONSHIPS: Direct supervision of the Assistant Manager in St. Paul and Minneapolis as well the Job Developer.

QUALIFICATION REQUIREMENTS:

Education and/or Experience:
• A minimum of a college degree from a 4 year institution and at least 3-5 years experience working with MFIP and supervision/management experience.
• Bilingual Spanish/English preferred but not required.
• Knowledge of the MFIP delivery system, strong relation with other community providers, and highly experienced with community resources
• Strong computer background and knowledge of software applications including Microsoft
Word, Excel, Outlook and Internet
• Must be organized, ability to work under pressure and stress, have attention to detail and the
ability to multi-task in a fast-paced environment

Language Skills: Must be able to effectively communicate, both verbally and in writing. Ability to read, analyze, and interpret program contracts, proposals, etc. Ability to write reports, proposals, grants requests. Ability to effectively present information and respond to questions from clients, funders, and collaborators.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. The Assistant Manager should possess a positive attitude, flexibility, affective communication, excellent people skills, critical thinking, problem solving, analytical skills and the ability to work on multiple projects with competing deadlines. The person should be a self-starter, respectful, a team leader, considerate of others and possess a bias toward learning, listening, helping, coaching, clarifying and creating a tone of mutual trust, understanding and support. given the client nature of the work, the person must see the importance of employment/education related services as a vital contribution to the work of the agency and maintains appropriate boundaries about work content.

Transportation: Must have a valid driver’s license, access to a vehicle, and automotive insurance.

The work responsibilities and service goals are achieved in a respectful, team-orientated,
diverse and flexible environment. The nature of client’s issues addressed through these services
often requires input and support within the Employment Team and also from throughout the
agency. CLEUS provides a comprehensive array of services for clients thus requiring effective
communication, integration and seamless services across department lines.
